Community suggestions.

This is the public suggestions framework. The admin dashboard already includes a Suggestions module under Misc for future review and moderation.

A submission form can be wired here once you are ready to collect public feedback.

Accepted, reviewing, planned, declined, and completed statuses can be connected to the admin dashboard later.
